* update the changelog at the bottom of docs/lay.wiki
* add the version to lay.release-info
* update the version in lay.egg
* run `make`
* run `fossil commit -m "Release x.y.z"` --tag vx.y.z` (don't forget the `v` in front of the tag name)
* run `fossil sync`
